What does the "sound" mean here? I thought the first blank would be "static" cuz there's antonymy word "expanding" in the choice.

"Sound" here means healthy, on solid foundation, doing well.

Dusty, we are not looking for answers that seem to work, but those that work best.
Here, the keyword "irritability" suggests something is not right with the business, although it appears the business is doing alright. Therefore sound is the better option since it is more general than "expanding". Expansion is just one metric of measuring a business's state. Cost control is another important metric, etc.

"Static" does work just as well, then. Though he says business is static, business is actually not static, as is evidenced by his irritability. In the midst of his busy-ness, he might not realize that his business is actually doing very well.

'Static' means lacking action or change, especially in a way viewed as undesirable. So, it does not provide the needed contrast that the word 'though' is introducing.
