Joana, they are asking which of the multiple choices is a fraction (not integer = fraction). Pick the smallest number divisible by 8 but not by 3, i.e., 8. Plug into x. Which one is fraction?

Lakeisha, the question is asking which of the choices can never be an integer (whole number), given that x is divisible by 8 (e.g., 8, 16, 24, ...) but is not divisible by 3 (i.e., NOT 3, 6, 9, 12, etc.)
